Conditions
Typed facts extracted from the source documents by Scindu's grant-data review. Each value keeps its own conditions. Unknown means unstated, not zero or unlimited.
- Applicant restriction
- Only one proposal per applicant is accepted in Open Call 1; participation in multiple proposals in the same call makes all of them ineligible. Existing TRUNSPORT consortium members and their affiliated entities are ineligible.
- Applicant restriction
- Because of security restrictions, entities must not be directly or indirectly controlled from a country that is not eligible. All entities must submit an ownership and control declaration; further evidence of absence of control by non-eligible third-country entities may be requested under applicable EU rules.
- Applicant type
- Applications may be submitted by eligible legal entities including SMEs, mid-caps, large companies, research centres/universities, and public bodies, operating in transport or directly related transport-infrastructure services, and established in an EU Member State (including OCTs) or EEA country. Applicants may apply alone or as a consortium.
The guide separately states transport-related applicant sectors, legal-entity registration, ownership/control screening, and the call-specific restrictions summarized in other facts.
- Application restriction
- Applications are submitted digitally through the F6S platform. The guide requires a proposal template, budget template, declaration of honour and ownership-control declaration; consortium declaration only for consortia; SME declaration only for SMEs; and proof of legal existence for private entities other than SMEs. Projects are expected to deliver a planning report at Month 1, intermediate progress report at Month 4, and implementation/validation report at Month 9.
- Other condition
- The Open Call Programme across Open Call 1 and Open Call 2 allocates €2.52 million and expects to fund at least 42 projects, with up to €60,000 per project. This is the combined programme allocation, not the Open Call 1 allocation.
- Expected project duration
- 9 month
The Open Call 1 text states a 9-month implementation duration for each selected project.
Amounts and costs
- Indicative budget
- €1,260,000
Topic budget as stated in the portal's budget table. Lump-sum and per-project limits are in the call conditions.

- Eligible cost

Coordination tasks cannot be subcontracted. Personnel costs are direct costs and must use national rules and real labour-market data for relevant positions.
This lists project cost categories and budgeting rules only. It does not establish any specific mandatory or pre-named job positions, qualifications or salary rates. Subcontracting limit and justification are separately scoped below.
- Eligible cost limit
- 25
Subcontracting may not exceed 25% of the proposed budget and must be properly justified. It cannot cover coordination tasks or services delivered by TRUNSPORT consortium partners; subcontractors must be outside the consortium.

Personnel and services
Other role
Staff cost the grant can fund
The guide expressly identifies eligible personnel costs for personnel realising the work and preparing deliverables/reports across the three phases. It requires costing under national rules and real labour-market data for relevant positions, but names no occupations, qualifications, headcounts, durations, FTE or pay values. This records a fundable function, not a required hire.
