For project type 1 only, the planning indicator requires at least 30% of the applicable base to be allocated to commissioned services delivered by social-economy entities. The denominator is all direct costs for an existing CUS; for a new CUS it is direct-cost funds for social services, including the specified EFS+ intervention-8 service costs and wages of resident-facing KIPUS/OUS/OSL specialists.
