Ograniczenie wnioskodawcy

Micro, small, medium and large enterprises and enterprise consortia may apply. The applicant must have its registered seat/branch (or sole trader residence) in Lubuskie for at least six months before application. Type I partners may be enterprises or R&D service institutions; Type II partners may be enterprises.

Zakres projektu

Two mutually exclusive project types: modular R&D for dual-use innovation, or investment for dual-use. Projects must develop products, services, technologies or processes for both civilian and defence uses.

Beneficiary personnel costs are eligible under R&D aid; Partner personnel costs are eligible only under de minimis. In the call, an SME Partner may incur only de-minimis expenditure, and a non-SME Partner may incur no eligible expenditure.

For R&D aid, the call table gives industrial-research maxima (with maximum premium) of micro/small 70%/80%, medium 60%/75%, and non-SME 50%/65%; experimental-development maxima are 45%/60%, 35%/50%, and 25%/40%, respectively. A premium of up to 15 percentage points may apply only under stated collaboration/dissemination/location conditions, with the applicable overall cap and aid rules. The table is not a single default project rate.

For eligible regional investment aid, the regulation states maximum programme contribution of 60% of eligible costs for micro/small enterprises, 50% for medium and 40% for large enterprises; investment-aid and project-module conditions apply.

Per person across all EU-funded projects and activities funded from other sources, including own funds, regardless of engagement form. The annex includes annual leave and sickness in the limit and excludes certain other absences; verification is required before engagement and throughout the eligible-pay period.

Any person performing project/R&D management, supervision or coordination tasks—or enterprise-level management/supervision/coordination—must have remuneration classified as indirect cost, even if employed; the same person may not be accounted under both direct and indirect costs.

The rule is specific to direct R&D personnel; it does not assert named job titles, qualifications, headcount, FTE, duration or salary amount.
